Comm Center tracks cell phone caller, police make 2 arrests

An intoxicated 911 call late Sunday night led Storm Lake Police to two unexpected arrests.

The 911 call of an unknown problem was GPS plotted by Communications Center staff to the 1100 block of West 5th Street, but officers did not find the caller there - instead, they stopped Luis Ramirez Guzman, age 21 of Storm Lake, totally unrelated to the call, but wanted on a warrant charging him with Failure to Appear in Court on Criminal Mischief 4th Degree charges. He was arrested and booked into the Buena Vista County Jail on a $1,000 cash bond.

Police continued to search for the 911 caller, concerned about him being exposed to the cold, and subsequently located him near Lighthouse Drive and Scout Park. Police identified the caller as Jose Sosa Melgar of Storm Lake.

Melgar was wanted out of Clay County on a warrant charging him in connection with an OWI. In addition Storm Lake Police charged him with Public Intoxication. He was booked into the county jail and held without bond.

Police allege Melgar called 911 due to his state of confusion and intoxication and he didn't know here he was. He was ultimately located near the lake after telecommunicators continued to talk to him and plot his location by GPS on his cell phone.
