On August 31, a theft was reported from 1711 E. 4th Street in Storm Lake. The total value of the items reported missing was estimated at $500.

Vehicle Accident

On September 23, at approximately 9:43 p.m., at 115 E Milwaukee Avenue in Storm Lake, an unknown vehicle struck a parked vehicle owned by Michelle Mason of Storm Lake. Total damages were estimated at $1,000.


On the evening of Monday, September 24, at approximately 8:00 p.m., the Storm Lake Police Department was dispatched to 1409 North Seneca Street in reference to a reported assault which occurred in the hallway of the apartment complex.

Upon arrival of police they learned that two adult males had engaged in an argument in the apartment complex hallway when one of the men, identified as Francis Chang, age 30 of Omaha, Neb. allegedly assaulted the other male by striking him in the face and then biting the victim on the arm, chest and neck. The victim reportedly bit the suspect back in defending himself from the alleged attacker.

Police arrested Chang at the scene. He was transported by police to the Buena Vista Regional Medical Center where he was treated for minor injuries sustained in the fight. He was then transferred by police to the Buena Vista County Jail where Storm Lake Police charged him with Assault Causing Injury and Disorderly Conduct.

Failure to Appear in Court

On the afternoon of Monday, September 24, at approximately 3:53 p.m., the Storm Lake Police Department arrested a wanted person.

Police were meeting with a Jorge Oneill Melesio-Perez, age 27 of Storm Lake, at the police station on an unrelated matter when they determined that he was wanted for Failure to Appear in Court reference two counts of Child Endangerment.

Police arrested Perez without incident and booked him into the Buena Vista County Jail on a $5,000 cash bond.

Illegal door to door sales

On the afternoon of Monday, September 24, the Storm Lake Police Department received information from citizens that a group of people may be in Storm Lake conducting door to door sales without a solicitor's license.

At approximately 3:00 p.m., Storm Lake Police stopped a van at the intersection of Lake Avenue and East 6th Street with four occupants. Police allege the occupants had been engaged in illegal door to door sales in the city. Police report that they seized documents, checks and cash from the illegal sales from the occupants of the vehicle.

A short time after the traffic stop police located two more solicitors with the same group near the intersection of West 4th Street and Terrence Street.

Following an investigation police charged all six people with Unlawful Solicitation. Those charged are identified as: Craig Cannon, age 38 of Delance, Fla.; Joshua Gibson, age 31 of Ownesborough, Ky.; Kelsea Pelletier, age 20 of Coral Springs, Fla.; David Spivey Jr., age 27 of Orlando, Fla.; Johnathon Platt, age 22 of Flagstaff, Ariz.; Richard Borton, age 22 of West Palm Springs, Fla. All six were cited and released pending a court date.
