Two Clay County deputies were approached at about 9:15 p.m. on Thursday, Sept. 17, by the child's parents, who said they witnessed 22-year-old David Thomas Boyer's suspected inappropriate contact.
"Mom was there and then called the dad over," Krukow said. "Then the dad observed it also."
Boyer was operating the merry-go-round, when he allegedly touched the chest area of the nine-year-old on three occasions. The parents told deputies contact occurred twice while the girl attempted to exit, according to a statement from Chief Deputy Brad Hawley.
Clay County Sheriff Randy Krukow said Boyer may have a history of similar conduct.
"We have information that this may have happened at some other fairs," Krukow said, adding, "he had not been charged" in the other jurisdictions.
Boyer was placed under arrest for indecent contact with a child, an aggravated misdemeanor. He was transported to Clay County Jail where he was being held on $2,000 bond.
