Jim Gibney believes he is stepping into a very steep learning curve as he became the new utilities superintendent in Alta on Monday. Gibney replaces Ron Deiber, who has served the community for 28 years.
"This is a real learning experience for me," Gibney said. "Meeting new people and learning the established business procedures is going to take a lot of learning."
Gibney is a retired Navy Engineering Officer. He has experience with diesel operation and worked as an electrical distribution engineer in Freemont, Neb., prior to his new position in Alta.
Gibney has worked with rate studies, cost of service analysis and the financial productions of what utilities take.
"I feel I have a well-rounded background in knowledge as far as utilities are concerned," Gibney said. "There is still so much to learn, however."
Gibney believes he'll be part of some obvious changes in the community with the new cable TV, telephone and Internet services being offered.
The Telecommunications Utility, which is expected to be good for the city with lower rates and better service is expected to be in the homes by the end of the month.
