Andre Ruby says he decided to run for the position about a week ago and wants to give voters plenty of time to get to know him before the November election.
Ruby says Mayor Marsha Mitchell's job performance has been fine, but he thinks he's better suited to the position.
Some of the issues he said are important to him are finding ways for the community to involve youth instead of pushing them aside, and providing senior citizen programs with more funding.
Ruby, who turns 18 in March, currently attends Indian Hills Community College where he is majoring in nursing.
