City housing project moves on

City Clerk Tom Husman announced to the city council that an Application for Voluntary Annexation of land near the middle school has been received by the City and that the notice requirements have been met. The council may now proceed with the approval of the application and with the annexation of the property that will be used for housing development.

The Mayor announced that a plan had been prepared for a proposed project and it is now necessary to set a date for a public hearing on the designation of the Alta Housing Urban Renewal Area and on the plan and project. The council agreed. The date of May 19 at 6 p.m. has been set. The meeting will take place in the council chambers.

The council will obtain as much information as possible from the residents of the city before making final decisions.

The proposed urban renewal plan will be submitted to the City's Planning and Zoning Commission for review and recommendations, as required by Section 403.5, Code of Iowa.

The housing project will increase the tax base and promoting economic growth in Alta by encouraging residential development, constructing necessary public improvements and assisting private enterprise through tax increment financed incentives. The initial purpose of the plan is to facilitate the use of tax increment financing in support of the development of a residential subdivision and the construction of related public infrastructure.

At the hearing any interested person may file written objections or comments and may be heard orally with respect to the subject matter of the hearing.

A public hearing was held for the rezoning of Lot 1, Block 1, Leander's Addition, which is owned by Ron Gullickson who has requested that the property be rezoned from residential (R-2) to Industrial, as recommended previously by the Plan and Zoning Commission. Bob Ehlers was present and spoke in favor of the rezoning. Following discussion, the rezoning was granted with a vote of three to two

The council approved three liquor renewals - Scooter's, Century Bar, and the Alta Community Building.

It was suggested that a tree removal company be hired to trim the trees at 30 N. Main and 217 Buena Vista, due to the fact that they overhang the houses. It was agreed to take bids and hire the low bidder to trim the trees. Andy Zuspann has been elected to the Alta Fire Department.

Jim Eaton appeared before the Council to request a variance to have a prairie burn of the native grass in the Highway 7 right-of-way just west of West Highway. The burn has been approved by the Iowa Dept. of Transportation and is recommended by the DNR. Eaton requests the variance to burn since there is a burning ban in effect within the city limits. The request will be on the May 5 agenda.
