Local mother says court orders are 'just words,' as families struggle for the delinquent payments kids need.
Tonight 23 million children will go to sleep in a home without a father. That's four out of every 10 children in America. And by some estimates, 60 percent of America's children will live without their dads by the 2002.
Children without a father in the home, according to a 1995 report of the U.S. Department of Health and Human Services, are five times more likely to live in poverty compared to children who live with both parents.
Children in father-absent homes are three times more likely to fail at school or to drop out. According to a 1994 report in the American Journal of Public Health, children from single-parent homes are at a higher risk for violent misbehavior than children from intact families.
In 1987, the Iowa Supreme Court adopted the state's first uniform child support guidelines - before that, judges set child support payments at their own discretion. The federal Family Support Act of 1989 later mandated that all states develop and use uniform child support guidelines.
