Vision Iowa is designed to create attractions for both tourism and to keep the state's young people from moving elsewhere. The $12.5 million CAT fund has become incorporated into Vision Iowa.
The CAT fund originally started two years ago as a grant program for smaller communities to assist with developing local attractions.
"We tried to get some money communities could use to improve and to attract tourism," State Senator Mary Lou Freeman of Alta said.
The proposed community diversity center for Storm Lake is a prime example of a project geared towards the CAT fund, State Representative Russ Eddie of Storm Lake told the Pilot-Tribune.
"I would like to see as much of that money get out in the rural areas as possible," he said. "The project here locally has a chance of getting some of that money."
