A recent report by the Iowa Citizens' Aid/Ombudsman listed 23 recommendations to improve how the Iowa Department of Human Services handles child abuse cases. That report says DHS failed Shelby.
There is also now another report from the Colorado-based nonprofit American Humane Association, calling for more social workers with fewer caseloads to prevent such tragedies in Iowa.
In its last session, the state legislature took some action in the wake of Shelby's death, but the entire question of the DHS and its role in child abuse reports will be reexamined, two local lawmakers agree.
"Last year we allowed child abuse cases to be looked at by a few select persons in the legislature and in the governor's office," State Representative Russ Eddie of Storm Lake said.
