Low water level made the work much easier but the problem of littering remains. Some of the tires pulled out could have been accidental. They are commonly used on dock posts as boat bumpers. But there is no excuse for the collection of junk-cans, bottles and worn out appliances.

Likewise, the efforts of adopt-a-highway groups are

commendable; but by and large should not be necessary if

people had a better concept of what is meant by 'public.' An appreciation and pride in public property should be ingrained in our culture.

I strongly feel that the primary responsibility for teaching this concept must be borne by

parents who can demonstrate for their children community pride.
